Select Committe of Tynwald On The Manx Electricity Authority

Second Interim Report published The Members of the Committee are Hon S C Rodan SHK (Chairman), Mr D M W Butt MLC, Mr D A Callister MLC, Mrs C M Christian MLC and Mr D J Quirk MHK. The Committee was established in July 2005 and issued its First Interim Report in September 2006, which explained that progress had been inhibited because of pending legal action. The legal proceedings were terminated in July 2007 which allowed the Committee to progress its investigation. The Committee decided to pursue its investigation in stages. This was because there were a large number of issues for consideration and a large quantity of documentation to examine. In addition, it was felt that it would be unfair to expect witnesses to research answers to questions which ranged over the whole of the investigation all at once and that a phased approach would be more realistic. The Committee therefore decided that the first investigation would concentrate on “the extent of the Manx Electricity Authority’s compliance with Financial Regulations andCapital Procedure Notes and the provision of information by the Manx Electricity Authority to Treasury and the Department of Trade and Industry”. The Committee called 26 witnesses to give oral evidence and those public sessions commenced in May 2008 and were concluded in June 2009. The Chairman said, “Our main aims when producing our Report were to identify any shortcomings in the MEA and the relevant Government Departments and to suggest procedural changes which would eliminate those shortcomings in future.” The final draft of the Report was completed in June 2010, at which point it was issued on a confidential basis to all those witnesses who may have considered that they had been criticised in the Report. They were given several weeks to respond and those submissions, together with our Report on the submissions, are included in the Appendices to the Report. The Chairman said, “We recognise that the events we are investigating took place some years ago and that our investigation of some of the issues has been restricted because of the paucity of written evidence. However, we feel that we have produced a fair and extensive report, which will be debated in Tynwald at the December sitting. We have commenced investigating the remaining issues and will produce our final Report as soon as possible.” Copies of the Second Interim Report are available to the public from the Tynwald Library or on the Tynwald website (www.tynwald.org.im).
