The Isle of Man riders usually have to contest the Liverpool District qualifier, but as this clashed with a round of British Cycling's youth circuit race series the governing body of the sport, Cycling Time Trials (CTT), gave special permission for an extra heat to be staged on the island. Top ranking CTT officials Sheila Hardy (chairman) Keith Lawton (national competitions secretary) and Val Ross (Liverpool District treasurer) came over to the island to observe the event and present the medals and certificates.
