The social care minister has given a clear indication that in future, benefits may be restricted to those who really need extra help.
Chris Robertshaw was speaking at the launch of a public consultation.
It poses a series of questions which he says have to be addressed, to ensure scarce resources are not spent where they're not really needed.
Should pensioners automatically receive a free bus pass?
Should wealthy parents be entitled to claim child benefit?
And is there a good case for expecting single parents to find a job when their child goes to school?
Mr Robertshaw has called for a national debate and says attitudes need to change in line with drastically reduced public spending budgets.
