Should the Island have TWO income tax acts?

That's a suggestion floated by former assessor of income tax Mark Solly as the issue of income tax is put out to public consultation by Treasury, with the aim of creating a system of tax and national insurance which is as fair and efficient as possible.

It also wants a system which is simple to administer and improves the competitive position of the Island.

Mr Solly says trying to simplify matters will be exceptionally difficult, as it's now some 42 years since the acts were originally brought in
