A Petition for Redress may be presented at tomorrow's Tynwald ceremony, claiming the Manx government could be in breach of an international covenant on the rights of a child.
The issue came up in last week's sitting of the Social Affairs Policy Review Committee investigating if the Department of Education and Children's new policy on pre-school education is value for money.
It heard evidence from campaigners Amy Burns and Lisa Morris who had suggested alternative ways forward to the Department . . which they felt had been largely ignored.
Ms Burns says they've been taking advice about human rights and believe there could be a case to answer with regard to the covenant.
They're hoping they will be able to bring forward a petition tomorrow.
