Welfare reform unavoidable, says social care minister

The social care minister says he and his officers will do their best to tackle the 'huge issue' of welfare reform.

But Chris Robertshaw says he also wants to hear the public's thoughts on how best to change the benefit system.

The ultimate target is a major debate in December.

Mr Robertshaw says changes may not be popular, but there's no avoiding them:
