The Manx are being challenged to respond to one of the greatest financial headaches facing the Bell administration - the cost of being a 'caring sharing' society.

A 'behind the scenes' examination of 'inadequacies in the present social care system' has been going on for some time.

Now, says the Minister, it's time the debate went public.
