A Liberal Vannin Party statement says its members are uncomfortable with the Manx government's plans for the Island's film industry.
CinemaNX is to close, with the government wanting to buy a 20 per cent stake in UK-based Pinewood Shepperton Studios.
Pinewood Shepperton Plc would become investment managers of the Island's ?25,000,000 Media Development Fund.
Tynwald is due to vote on the proposals this week.
The statement from Lib Vann lists reasons why its Tynwald members - Peter Karran and Kate Beecroft - feel they can't vote in favour of the plans in their current form.
For one, they feel government should be concentrating its efforts on rebalancing the budget, growing the economy and creating employment on the Island, and shouldn't be using reserves to invest in what they call a 'high risk industry'.
They also feel Tynwald members have been given insufficient information about the proposed deal, having only been shown the 'Strategy for the Future of the Isle of Man Film Industry', prepared by Treasury, and the Oxford Economics Report.
Party leader Peter Karran, who's also Education Minister, is seeking exemption from the Council of Ministers' block vote.
He's tabled numerous questions on CinemaNX and the Island's film industry in the past and says, 'Voting for this proposal without being granted this exemption could well lead to my being dismissed by the Chief Minister from the Council of Ministers', a price he says he's prepared to pay.
