The publicy-elected House of Keys should always hold predominance in Tynwald.
That's according to former President of Tynwald Noel Cringle, who was speaking after giving evidence to a joint committee currently looking into the feasibility of electoral reform.
The committee is specifically examining proposals from David Callister MLC which call for the Island to be split into eight constituencies.
Each would be represented by three MHKs and one MLC, all of whom would be democratically elected.
Mr Cringle thinks such a system would be flawed and believes the current set-up fully allows for the House of Keys to impose its will, if necessary:
