Local authorities could play a key role in saving the Island's family and mobile libraries.
Both have been earmarked for closure by the Department of Education and Children as a cost-saving measure.
Now a Council of Ministers working party has been formed to examine options to keep the libraries open.
That could be with support from local commissioners, with ratepayers footing part of the bill.
The working group will be led by Education Minister Peter Karran, joined by Leisure Minister Tim Crookall and his Infrastructure colleague David Cretney.
