'Perception' of government spending important, says chief minister

The chief minister has admitted that the 'perception' of how much cash is being spent by government is becoming more and more important, in the face of the economic squeeze.

A row has broken out over the Department of Community, Culture and Leisure's plans to spend ?750,000 on a new diesel locomotive.

Mr Bell says it's important to make the distinction between capital spending and cash from revenue:
