Economic Development member Laurence Skelly says all branches of government, private firms and charities will all have to work together to help young people.
In Tynwald this week, he brought a report before the court which showed the number of young people not in education, employment or training was rising.
Mr Skelly says the figures for so-called NEETS are worrying, but action is on the way to help.
He says the only way to tackle the growing problem is through joint action.
