Agriculture Minister Phil Gawne says he sympathises with an appeal from the Manx National Farmers' Union for extra support for the industry, under the Countryside Care Scheme.
The initiative, approved by Tynwald at the end of 2008, replaces subsidies for food production with payments for keeping agricultural land in good order.
Earlier this week the MNFU said the non-delivery of the total package had provided fuel for opponents of the scheme, and led to doubts among its supporters.
Mr Gawne, who has just returned to DEFA after being infrastructure minister for 16 months, says he always expected it would be a 'difficult process' to get the whole package up and running.
