Was Packet report dropped for 'technical reasons?'

There seems to be confusion over exactly why a report into Steam Packet charges, which had been due to be published by the Office of Fair Trading, was abandoned.

The OFT described it as being 'irrelevant' because of various developments in the ferry company's recent history, which are not covered.

But the emphasis has now moved from the decision to drop the report, to the material it contains.
