A report on the development of Douglas Quayside has been approved by Tynwald, which means a ?70 million scheme to improve the area can move forward.
A motion was passed by 17 votes to five in the House of Keys, and 9-0 in the Legislative Council.
During the debate, East Douglas MHK Chris Robertshaw suggested the developers were 'uninterested in the project'.
The former hotelier launched a point by point critique of the plans, which he claimed were far from satisfactory and ill thought out:
