Questions have been raised over whether one part of the Manx government should be allowed to take another to court.
On Thursday, the Department of Infrastructure pleaded guilty to two health and safety breaches, after a Steam Packet worker was injured on the King Edward Pier in Douglas, last August.
A steel plate on an extension pier collapsed as John Adams stepped on it, leaving him with leg injuries.
In a case brought by the Health and Safety Inspectorate, the department was fined a total of ?16,000.
