The chairman of Onchan Commissioners is apologising to ratepayers for a lack of urgency in compiling plans to regenerate the district.
Several committees have been set up in areas around the Island to draw up proposals to enhance their respective towns and villages.
But Brian Stowell admits his local authority has done little as it bids to secure a slice of the government's ?8.9 million pound regeneration fund (play audio file):
