Onchan commissioner Brian Stowell says he doesn't believe local authorities are impotent.
Yesterday (Monday), Richard Ronan resigned after seven years on the Castletown board, saying he was disillusioned with the futility of making decisions without having powers to back them up.
But Mr Stowell says local authorities can influence government policy and make a difference locally, and he doesn't believe his work is a waste of time:
