Economic Development Minister Allan Bell says the Manx economy is the main driver behind a consultation into the work permit system.
The government has published a 92-page document outlining tweaks it would like to make to the system.
It's now inviting comment from employers, employees and other interested parties on the proposals.
Mr Bell says it's not a major revamp, simply a clearing up of some areas of concern:
