'Poor negotiation' claim over scallop bye-law

The chief executive of the Scottish Fishing Federation is angry over what he sees as a lack of discussion regarding access to Manx scallop grounds.

Bertie Armstrong says the Manx government has been considering the move since April, but the quality of negotiation with affected parties has been poor.

He says Scottish vessels have had access to waters around the Isle of Man for decades, and adds Manx boats are welcome to the Scottish fishery during the summertime, so it's not all one-way.

Scottish fishermen are said to be furious after a new bye-law was passed, excluding much of the country's fleet from waters around the Isle of Man.

Mr Armstrong agrees there should be sensible management of scallop beds, but believes an almost total exclusion is a step too far:
