Committee rules against 'free trade'

Douglas Borough Council's Public Health and Housing Committee says it can't waive fees for hiring stalls in the town's market.

Chairman David Ashford says a group of traders is planning a summer market later this year, and asked the council not to apply the regular charge.

The request was considered, but it was decided it would be unfair on the stallholders already in the building.

However, there is some good news:
