Visitors to the Island spent a total of around ?95 million pounds last year.
The annual Isle of Man Passenger Survey also shows total scheduled passenger departures fell by 3.7 per cent, to 650,000.
The bulk of the fall in numbers was due to a reduction in air passengers, with the figure down by 6.3 per cent, partly due to the effects of the bad winter weather.
The number of passengers travelling by sea fell by a much smaller 0.5 per cent.
Trips off-Island by Isle of Man residents were down 9.3 per cent in 2009 to 362,452 - while the figure for visits to the Island by non-residents was up 4.3 per cent to 287,000.
Just over 78,500 - or 27.4 per cent - of trips to the Island were business related, with 209,000 for leisure purposes.
The same number of leisure visitors stayed in paid accommodation as with friends and relatives.
