Alex Downie and Dudley Butt have retained their seats on the Legislative Council, joining Phil Braidwood MHK in the Manx parliament's upper chamber.
But MHKs are having some difficulty deciding on who should get the final seat up for grabs.
Only Mr Braidwood, with 20 votes, was elected after the first ballot, which also means a by-election will need to take place in East Douglas.
But Mr Downie got 15 votes in the second ballot and Mr Butt 15 in the third.
Also in the third ballot, Alan Crowe MLC got 10, George Waft MLC eight, Kevin Woodford six and David Talbot three.
Sir John Skinner, a retired fire officer, pulled out after getting six votes in the second ballot, after being in for just one round.
David Talbot withdrew after the third ballot.
Ballot number four saw Messrs Crowe and Waft get the same as the third one, with Mr Woodford only picking up three.
He's now withdrawn also.
A fifth and sixth ballot failed to see Mr Crowe of Mr Waft get the 13 votes needed, before members had an adjournment.
After they came back ballot number seven still brought no winner, with Mr Crowe getting ten and Mr Waft seven.
