Tackling substance misuse: 'we must work together'

Governments need to work together to deal with legal highs.

So say the member of Home Affairs with responsibility for the Drug and Alcohol Strategy.

Bill Malarkey was talking after yesterday's meeting of the British Irish Council on the Island.

He says a unified front would be much more effective in dealing with substances such as mephedrone.
