Desire for change led to change, says Sir Miles

Impetus from a new House of Keys and the Civil Service helped the first ministerial shake-up in the Island progress.

That's the view of the Island's first Chief Minister, Sir Miles Walker, who oversaw the move from the board system to the Council of Ministers in 1986.

Now, as the present government prepares for a big change in departmental responsibilities from April, Sir Miles says the desire of the civil service for change helped things move along 24 years ago.
