Treasury Minister Allan Bell says he is determined to keep spending money on new facilities, despite the tight budget this year.
Facing questions in Tynwald, he said he was committed to the capital programme, which sees the Manx government spend around ?100 million a year on buildings.
Mr Bell says it's important to maintain current public facilities as well as build new ones, and the spending will keep the Island's construction industry alive.
He says in future more effort will be made to prevent cash spent on construction from leaving the Island:
