The many services offered to the Island's young people are being brought together to ensure youngsters get the start in life they deserve.
It's hoped a new Children Bill will plug any gaps in provision and prevent vulnerable youngsters falling 'through the net'.
Key aspects of the bill include the creation of a Children's Commissioner to champion the rights and best interests of the Island's youngsters.
The bill will also see the formation of a Safeguarding Children Board.
Five key outcomes for children growing-up in the Island have already been set out - that they should be healthy, safe, achieve their potential, make a contribution and prosper.
Minister Anne Craine says the Children Bill has long-term objectives, although she admits its success will be difficult to measure.
The Children Bill has gone out for public consultation. Forms can be downloaded from gov.im/consultations and the deadline to respond is Friday, April 16.
