A Commissioner for Children is to be appointed, to ensure the Island's young people have a safe, healthy and fulfilling childhood.
The new post is a key aspect of the new Children Bill, described as a milestone in improving and coordinating the wide range of services offered to young people.
It will put in place formal powers to protect children, promote their best interests and prevent vulnerable youngsters falling through the net.
It's the result of far-reaching recommendations made by the 2006 Child Care Inquiry.
Minister Anne Craine says a final piece of a large jigsaw is being put in place.
The Children Bill has gone out for public consultation. Copies can be downloaded from gov.im/consultations and the deadline for responses is April 16.
