Minister says 'no' to surplus 'carry overs'

The issue of whether departments of the Manx government should be allowed to carry over any unspent budget into the next financial year has been raised in the House of Keys.

Onchan MHK Peter Karran criticised what he called the 'Mad March Spend', where departments look for ways to spend their remaining funds as the financial year draws to a close, to avoid being given a lower budget the following year.

He suggested to the treasury minister surpluses should in future be carried over, to save money in the long run.

But Allan Bell said individual departments could start to accumulate reserves if they were allowed to hold on to surplus cash:
