Douglas rates are to remain the same for the forthcoming year at 385 pence in the pound.
Meanwhile, the town council's budget debate was used to reignite the Bowl issue, with some wondering again if the cost of the scheme could be shared with government.
Councillor Richie McNicholl moved it, with Stephen Pitts seconding.
But the motion was defeated by 13 votes to four.
Instead, the council has decided to offer to sell the Bowl to the government for ?1, but have warned the car park is not part of the deal and they will fight to keep it.
