Douglas Borough Council has voted for the second time against contributing more than ?1.5 million towards the redevelopment of the Bowl.
The council met this afternoon to consider whether to join the government in a 50/50 cost split on the ?3.5 million scheme.
In a change of direction, council leader David Christian tabled a motion calling for the revamp to be supported, following an assurance from government the costs won't cause a rate increase.
But that was defeated on Mayor Michael Gelling's casting vote, after councillors were evenly split 9-9 on the issue.

Councillors then went to a second vote on whether the stadium should be transferred to government.
That motion, tabled by councillor Carol Malarkey, was approved 10 votes to eight.
Today's decision looks like being the end of the line for Douglas Corporation's involvement in a revamp of the Bowl.
Now the Manx government is likely to take on the costs of refurbishing the stadium in time for the 2011 Commonwealth Youth Games.
