South Douglas MHK Bill Malarkey says he will continue to campaign for Legislative Council reform, after a defeat in the House of Keys.
He asked MHKs to back him as he prepared to introduce new laws banning MLCs from electing the chief minister.
But he was narrowly voted down after arguments about whether the House of Keys or Tynwald should alter the constitution.
