Treasury Minister Allan Bell says it's now more important than ever to sign double taxation agreements with other countries.
The Island signed its 18th agreement which meets the OECD international tax standard, on transparency and effective exchange of information, with Malta at the end of last week.
Mr Bell says the huge VAT revenue shortfall faced by the Manx Government means it's vital to try to give businesses here an advantage.
In the past, information exchange agreements have given the Island's reputation as a transparent jurisdiction a boost, but Mr Bell says DTAs, such as the one signed with Malta, will do much more:
