Bishop Robert has published a total of 78 recommendations for change in the way the Anglican Church operates in the Isle of Man.
They come under 17 numbered sections, and include the establishment of four Mission Partnerships across the Island, to replace the existing Rural Deaneries.
Another suggestion is the setting up of on-Island training courses for all levels of church leadership, including lay people.
The recommendations build on an agreed need for change, and follow on from two independent commissions, set up by the Bishop, late last year.

The intention of the key recommendation, concerning the creation of the four Mission Partnerships, is to better equip the Church to serve each parish community through local decision-making, and develop the way it relates to all people.
Looking to the future, the creation of 'Ice Cool Sodor' is recommended, to help nurture young people in the faith and get them involved in the activities of the Church. Among many other suggestions, it's felt the creation of a new diocesan website and e-directory must be given immediate priority.
Bishop Robert concludes that the underlying purpose of his recommendations is to bring glory to God through the growth of the Church in its faith, its life, its mission and its services.
On September 26, the 78 recomendations for mission and ministry will be considered by the Diocesan Synod, which will be asked to appoint an implementation group, to take them forward.
