The Department of Health and Social Security says it hopes to bring together all of the laws which govern social services.
It's consulting over changes to the law which would unify various acts dating back to the original National Assistance Act which was passed in 1951.
Health Minister Eddie Teare says the department is drawing up new legislation to unify the rights of those receiving help, and set out the responsibilities of the DHSS.
He says the new laws would help both the public and DHSS officials:
