The Council of Ministers is trying to make government more accountable to the public.
It's launching consultations on proposed legislation to increase scrutiny of spending and complaints in relation to government departments.
There are plans to create two new roles.
The Tynwald Auditor General would conduct audits of public bodies and carry out value for money inspections.
Establishment of the position was recommended by a Tynwald Select Committee set up following a review by the Public Accounts Committee.
The Tynwald Commissioner for Administration would have an Ombudsman's role, with power to investigate complaints from members of the public who felt they had suffered injustice at the hands of government or other public bodies.
