Financial administrator Martin Kennaugh won yesterday's by-election in Port St Mary.
In a close run contest, he received 211 votes to Helena Perry's 191.
Mr Kennaugh, who will serve the local authority until May 2012, believes people are passionate about what goes on in the village.
He says he wants to "put it on the map":
