The chairman of Onchan Commissioners, Brian Stowell, says the lack of facilities in the park for the summer season is unacceptable.
Onchan Park opened at Easter but there's still no cafe or amusement arcade.
The situation isn't expected to improve this year, although a fast food outlet is operating within the stadium.
