The minister for health and social security says reform of the Island's health service is required to 'plan for the next generation.'
Eddie Teare's comments follow the release of a document as part of a public consultation exercise into future policy of health and social care.
It says the DHSS will spend ?448 million on providing services for the people of the Isle of Man over the next financial year.
On Manx Radio's Sunday Opinion, Mr Teare said the ageing population and fewer people earning were the main reasons for the need to change.
He said his department was looking at the issue long term:
"What we have in our consultation document is a series of measures to stimulate debate and people shouldn't take [it] that this is a foregone conclusion.
"What we are looking for is the opinion of the population of the Isle of Man across all the age spectrums.
"This will affect not only the old but the younger people as well, because the younger people will have to meet the financial consequences in the years to come."
