The leader of Douglas Council says setting the rate for the forthcoming municipal year has been a complicated process.
David Christain says these are challenging times, and the Isle of Man is not immune to what's happening elsewhere in the world.
He is due to announce the new rate at 10.30 this morning, and says it's important that any increase is affordable and realistic.
Mr Christian (pictured) hopes it will be well received by his fellow councillors and the general public.
He told Manx Radio:
"I would hope they are going to study exactly what I am putting forward, they are going to realise the work that has gone into it (and) they are going to realise these are difficult times that the council is facing.
"I hope they will all pick up on the message I have put over, year after year that I have been leader, that we are a forward-thinking council, and even in difficult times we must continue to move the town forward.
"But we can only move it forward at an affordable growth level, and that is one of the recommendations I will be making."
