Frustration over lack of prison progress

An MHK has asked why the new prison still hasn't received any inmates, when it was completed on time, and within budget, some time ago.

At question-time in the Keys Michael member David Cannan showed his frustration at the lack of progress.

Mr Cannan directed some searching questions at Minister for Home Affairs Martyn Quayle (audio file attached):

Mr Quayle told members his department had been held back by unforeseen problems.
