It comes after attempts to get the owner of the tragic vessel, Richard Gidney, to give evidence in Scottish Courts.
7 crew members died when the vessel (pictured) capsized eight years ago,
eleven miles off Douglas. A trial in 2005 collapsed and the owner was acquitted.
The Inquest is still open and no civil proceedings can take place until it closes.
