High seas last bastion of freedom

The President of Douglas Bay Yacht Club says boating still needs to be about 'education not legislation'.

Mike McMahon is responding to news that a man in Cornwall has been banned from going out to sea again until he has passed a competency test.

The sailor, who has been nicknamed 'Captain Calamity', has been rescued more than 13 times at a cost to the RNLI of ?30,000.

Mr McMahon says boating is a self-regulated pass-time, and he doesn't believe the activities of such individuals should lead to the sport being licensed.

He also believes introducing such regulation would be impractical (audio file attached):
