Braddan select committee takes evidence

A Tynwald committee investigating issues relating to Braddan Commissioners
and their former Clerk Charles 'Buster' Lewin took further evidence at a public sitting today.

Henry Kennaugh, Director of developers Baccarat Ltd, owners of land at Camlork in the parish, condemned the entire Braddan plan process from the outset.

Mr Kennaugh claimed that planning officer Sarah Corlett based her conclusions on personal opinion rather than professional judgement and that no evidence-based studies had been considered.

Agreeing with Mr Kennaugh, Commissioner Andrew Jessop, described the planning process as 'flawed' stating that the planning officer had a close relationship with both the commissioners and their clerk. He said that, in his opinion, the Commissioners got 90 per cent of what they wanted to the detriment of the people whose views were not taken into account.

However, Committee Chairman Steve Rodan pointed out that 400 people
in Braddan had opposed the development of Camlork land.

Former Island resident Jack McKinney travelled from Dublin to give his evidence.

He claimed that because the planning officer who considered the proposals lived in Braddan, close to the areas in question, it was in breach of Manx Law.

Mr McKinney was highly critical of the department claiming that it failed to understand the rule of bias.
