Health Minister Eddie Teare says he would prefer a new GP surgery for the North West of the Island to be built in Jurby.
Michael MHK David Cannan is furious plans to build it in Kirk Michael have been put on the back burner, saying it goes back on a promise made to him by the previous Health Minister.
But since Steve Rodan's guarantees, Mr Teare says a report produced by Her Majesty's Inspector of Prisons found healthcare for inmates at Victoria Road to be inadequate.
With this in mind, Mr Teare believes it makes economic sense to site the surgery close to the new prison:
