Changes in VAT agreement

A question in Keys tomorrow (Tues) could highlight a change in fiscal arrangements with possible long term effects for the Isle of Man.

In the recent Budget it was confirmed that three quarters of the Island's income now derives from indirect taxation through the customs and excise agreement or the Common Purse agreement, now referred to as the indirect revenue sharing arrangement.

Michael MHK David Cannan will ask the Chief Minister if members of Tynwald will be allowed to debate the terms and conditions of the draft of the new Customs and Excise agreement before it is signed by the Council of Ministers.

Political correspondent David Callister says the Common Purse agreement dates back to 1979, but already it is apparent that the new arrangements announced in this year's Manx budget, which have not yet been fully explained, could be to the detriment of the Island in future years.
