Mixed reception to Cannan's Bill

There was a mixed reception for David Cannan's 32 member House of Keys Bill, at the second reading.

Although only one member, Quintin Gill, voted against, it became clear that it will face numerous amendments when it comes back for the clauses stage after Easter.

While those who spoke all supported the principle of an elected Legislative Council, there was still considerable disagreement over the way it could be achieved.

Adrian Earnshaw made it clear he would not be supporting the Bill.

Peter Karran indicated that he would prefer the Legislative Council to be elected separately, a view shared by David Anderson.

Chief Minister Tony Brown said there was very little in the Bill that he could support and in reply Mr Cannan called for members to be bold, have courage and be convinced.
