Tynwald has received the Council of Ministers' Scope of Government Report after a debate lasting for several hours.
However, not all the proposed recommendations were unanimously agreed by the court.
Recommendation six - that the Council of Ministers will not promote Transfer of Undertakings Protection of Employment - was opposed by 3 members of the Keys.
Meanwhile, recommendation 8 - that the Council of Ministers has concluded that it would be inappropriate to create a Department of Corporate Development at this time, although it does support an alternative proposal to create a centralised lead for change with appropriate Ministerial control - was opposed by 5 members of the Keys.
But the substantive motion was unanimously passed.
