Douglas Community Safety Partnership

The Isle of Man Constabulary and Douglas Borough Council work closely in taking positive steps to protect the quality of life for residents of Council properties.

In cases where tenants of Council properties cause problems in their neighbourhood, the Police and the Council adopt a joint approach aimed at influencing problem tenants to improve standards of behaviour.  In the worst cases, the Council will take firm action and consider taking out eviction proceedings.  In one recent case, a tenant was evicted from his Council property after his anti-social behaviour over a period of time caused disturbance and distress to his neighbours.

Inspector Mark Britton, head of the Central Neighbourhood Policing Team, said: “Persistent anti-social behaviour can have an extremely negative effect on peoples’ quality of life.  The reduction of anti-social behaviour is one of my top priorities and I have a team of officers who are focused on this aim.  We will not hesitate to make strong representations to the Council in the most extreme cases that certain tenants should face eviction in order to improve quality of life for those affected.  I hope that the most recent case acts as a deterrent for others who choose to behave in a manner which causes distress to others in their neighbourhood”.

Douglas Borough Council’s housing and property advisory committee lead member Councillor Carol Malarkey said: ‘Antisocial behaviour blights the lives of others, damages communities and can adversely affect local economies. I would urge any tenant experiencing unacceptable behaviour from their neighbours to contact the Council which, in partnership with the police, has a full range of powers at their disposal to respond with vigour to persistent troublemakers.

‘With this eviction case the Council is sending out an unequivocal message that it will not tolerate tenants’ antisocial behaviour and will take legal action to ensure the disruptive minority do not cause distress to other residents.’
