Candidate drops by-election bid

One of the Douglas West by-election candidates is pulling out at the 11th hour. 

Martin Moore has opted out of the race and says he may seek local political experience first.

It now leaves four candidates vying for the position, although hte final list won't be known until nominations close later today.
